Does the option affect the scenic value of protected landscape?[1]
Definition
Scenic amenity is a value of open space, which is instinctively appreciated by all individuals even though it is not as well recognised in many planning studies as other values such as open space, fauna habitat or conservation values. Because of the range of opinions about the visual appeal of landscapes, and even more so of protected landscapes, there is a lack of knowledge about the existence of a broad community consensus, about which areas in the landscape are generally of high scenic value. Instead there are various levels of awareness about scenic value and how it probably could be assessed. But scenic value is only one of the values of protected landscape, and any decision to protect scenic values will have to take into account all other values, including development potentials. A balanced trade-off will need to be undertaken to protect scenic values in planning studies.[1]
