Description
For a full cost-benefit-analysis we would need to describe all benefits of the airport. We at USTUTT cannot provide a method to determine all the benefits including social and economic benefits.
What we could do instead, is comparing different scenarios and express the benefits as avoided external costs from one scenario to the other.
